Does anyone have good info on whether to allow operable or inoperable windows in common areas of large apartment complexes (4 stories plus)?
I understand that if operable they need guards to prevent opening all the way, but want to know if it's preferred to have them inoperable to be able to control ventilation better. Any info would be appreciated.
