Fines under 148A

For those who ticket under 148A, how does your town, city, or district set aside the fines for Code Enforcement training, as stipulated by 148A, section 5? Can you just spend the funds as needed? Or does it go before Town Meeting, City Council, or Prudential Committee for each expenditure?
